Rancho Cordova, California is located only a few miles from Sacramento next to the beautiful American River. IN the Sacramento area, during the 1960’s, it was the community of choice. Major employers such the Mather Air Force Base and Aerojet, which has leading roles in NASA programs as an aerospace company. The companies offer leadership and high paying jobs and to the growing unincorporated region of Rancho Cordova. The community features a bustling economy, new parks and schools, robust churches and community groups, plentiful recreational opportunities and bright new subdivisions.
As far back as the 1970’s, Rancho Cordova continued to stand out with numerous Air Force Officers and aerospace engineers residing here leads the community to many different conquests such as championships for local sports teams for state athletic competitions.
However, as the Cold War and the space race ceased, those glory years ended rather uncomfortably as spending on defense products was reduced. The employment at Aerojet was reduced to some 1,400 employees for some 22,000. In 1991, Mather Air Force Base was closed altogether, which wiped out another some 10,000 jobs and gutted the leadership structure in the community. A considerable amount of the housing that once served aerospace and base workers, which was then only suitable for low-income housing, was rapidly filled with an influx of immigrants from Mexico, the Soviet bloc nations, and from Southeast Asia.
During this time frame crime increased, infrastructure deteriorated and school test scores decreased dramatically. Next to the borders of Rancho Cordova there were some new developments being established, which the residents worked to distance themselves from the ever-increasing negative image of the community.
Starting in 1978, some of the Rancho Cordova residents had pushed to incorporate the community. The County of Sacramento opposed the concept. The first efforts at incorporation were prevented and subsequent events thwarted the effort. However, sometime later, momentum in the area increased as the adjoining communities of Elk Grove and Citrus Heights were successfully incorporated. The incorporation effort was headed by the Chamber of Commerce of Rancho Cordova was becoming more popular by the year 2000. Creating a large concentration of jobs and filling up the old Mather Air Force Base was new businesses being established in the community. After clearing all of the hurdles imposed the LAFCO (Local Agency Formation Commission) and those imposed by the county, the residents of Rancho Cordova residents voted 78% in favor of incorporation in 2002.
There were many challenges that faced the City of Rancho Cordova, which included saving the old neighborhoods from additional decline and improving the image of the community. Getting the government of Rancho Cordova established and operating efficiently were some of the early successes. Considerable savings in numerous areas were achieved because Rancho Cordova contracted out for many different of services. These savings permitted Rancho Cordova to enhance code and police enforcement services far beyond what had formerly been available when the community was unincorporated. While enforcing codes that had not been enforced before the community was incorporation, the motto was to be firm but fair when enforcing codes. The results were nothing less than amazing. With little effort, some of the long-term properties of the problems were improved, and other more serious problems were recognized and tracked utilizing every possible option that was available to the improvement team. The end results were the neighborhoods and streets were safer, cleaner, and neater. For some of the most difficult circumstances where residents of Rancho Cordova were living on fixed incomes and had little personal capacity to improve their properties, the community worked with churches and volunteer organizations to help by donating materials and labor to renovate properties to a satisfactory condition.
Dealing with numerous poorly maintained and outdated apartment complexes was another major problem for Rancho Cordova, which had to implement a strategy to deal with this problem. These apartments were built to house workers from Aerojet and Mather Air Force base, had either passed or were approaching the end of their useful lifespan. The normal strategy of enforcing code requirements didn’t do much to convince property owners from other communities that the apartments needed some improvements. Rancho Cordova perused a more flexible and stronger technique to deal with the blight and crime problems that become prevalent in many of these complexes.
An ordinance for the inspection for apartments that permitted access to the inside of apartment units for purposes of inspection and to provide leverage for apartment managers on owner responsibilities and clearly established new standards of operation was what was needed. However, Rancho Cordova took a different action as the result of experiencing many such ordinances fail to function as planned in the area. Rancho Cordova contacted the local owners of apartment complexes and asked them to write the ordinance.
The leaders of the community understood that they shouldn’t punish the good managers and operators in order to improve Rancho Cordova. The targets were the ineffective managers and operators. They didn’t belong to the local association for the most part. An ordinance was developed by the association that met the requirements of the community and the good managers and operators didn’t have to pay the contemptable fees. However, for those owners of damaged properties the fees were high. Until a certain number of calls from a property or code violations is reached, essentially, unit-by-unit inspections aren’t required. Rancho Cordova has been using the ordinance to close or clean up those damaged multi-family apartment complexes ever since. Also, the ordinance passed without dissent.
