The area residents of the city of Arden-Arcade defeated Measure D by a difference of 36% to 24% in 2010. If approved, the region bounded by Jacob Lane/Mission Avenue on the east, American River Drive and Ethan Way on the west, and Auburn Boulevard on the north would have been included in City of Arden-Arcade.
A council-manager form of government would have governed the city. Some 22 candidates ran for the seven-member city council. If Measure D had passed, the person who was awarded the most votes would have become mayor and seven would have become city council members. The council would have hired the city manager to implement ordinances, policies, and objectives that were approved by the city council. This all became a moot point since Measure D was defeated.
The LAFCo (Sacramento Local Area, Formation Commission) completed a fiscal analysis that proposed that the city might be fiscally feasible. The LAFCo evaluated the feasibility of this new city in accordance with three standards, which were it might be feasible, it is not likely, and it is likely to be feasible. The finding of the new proposed city that was likely to be feasible was determined to be not likely because the financials for the proposed new city were not strong enough.
In compliance with California Code section 56815, the fiscal analysis included that revenue neutrality payments would have to be paid by the new proposed city. The taxpayers of the new proposed would have to reimburse Sacramento County more than $6 million a year, and $219 million over a period of some 35 years as the result of the loss of revenue from sales tax.
According to the new local government would have cost some $37 million each year by year 10 of the analysis. At that point, the city would have been expected to spend some $32,086,600 on general fund expenses for animal control, the development office, the city clerk’s office, attorney services, and the city manager's office. It is expected that road maintenance expenses would cost some $4,948,000 by year 10. The analysis doesn’t include an assessment of capital requirements such as building and the cost of financing a city hall. The salary survey that was released by the League of California Cities indicates that the salaries for city managers in the area range between $182,135 for Woodland to $353.00 for Roseville. It is further indicated that the majority of earning compensation would be more than $200,000.
Proponents claimed that without any new taxes, the new city would create community pride and have improved services in the City of Arden-Arcade. Opponents thought that income suppositions were dangerous, and, if incorrect, might result in increased taxes.

When it was at its popularity peak it housed a Joseph Magnin's, elegant dining and smaller local boutique shops. It is located at Marconi Avenue and Fulton Marconi Avenue. These days, it also houses Sprouts and Trader Joe's as primary anchors. A California and Orange County developer purchased the building and tore it down in 2012. This was one of several of the buildings located at the original center and constructed new larger stores that now house TJMax and Ross.
