This crossroads is home to the Pavilions Shopping Center, which has a Williams-Sonoma and a Ruth's Chris Steakhouse as its centerpieces.

In addition, Measure D was put to the vote by the people of Arden Arcade, CA on November 2, 2010. The proposition was rejected with a 76% to 24% margin of victory. The City of Arden-Arcade, CA would have been established if the proposal had been accepted, including the region defined north by Auburn Boulevard, south by American River Drive, west by Ethan Way, and east by Mission Avenue/Jacob Lane.

A council-manager system of government would have been used to run the city. The seven-member municipal council had twenty-two candidates. There would have been seven new council members, and the mayor would have been elected from among those who supported Measure D. The council would have recruited a municipal manager to implement the council-approved plans. Measure D's failure made the election's outcomes irrelevant.

According to the Sacramento Local Area Formation Commission's (LAFCo) budget study, the city as planned may be financially viable. A new city's viability is evaluated by LAFCo using three criteria. The numbers were insufficient to determine whether the planned new city was financially viable.

To comply with California Code section 56815, the city of Sacramento must provide "revenue neutrality payments" to Sacramento County as part of the budgetary analysis. Taxpayers in Sacramento would be obligated to make an annual payment of $6 million and a 35-year payment of $219 million to Sacramento County to make up for lost sales tax income.
