About Arden Arcade

The area residents of the city of Arden-Arcade defeated Measure D by a difference of 36% to 24% in 2010. If approved, the region bounded by Jacob Lane/Mission Avenue on the east, American River Drive and Ethan Way on the west, and Auburn Boulevard on the north would have been included in City of Arden-Arcade.

A council-manager form of government would have governed the city. Some 22 candidates ran for the seven-member city council. If Measure D had passed, the person who was awarded the most votes would have become mayor and seven would have become city council members. The council would have hired the city manager to implement ordinances, policies, and objectives that were approved by the city council. This all became a moot point since Measure D was defeated.

The LAFCo (Sacramento Local Area, Formation Commission) completed a fiscal analysis that proposed that the city might be fiscally feasible. The LAFCo evaluated the feasibility of this new city in accordance with three standards, which were it might be feasible, it is not likely, and it is likely to be feasible. The finding of the new proposed city that was likely to be feasible was determined to be not likely because the financials for the proposed new city were not strong enough.

In compliance with California Code section 56815, the fiscal analysis included that revenue neutrality payments would have to be paid by the new proposed city. The taxpayers of the new proposed would have to reimburse Sacramento County more than $6 million a year, and $219 million over a period of some 35 years as the result of the loss of revenue from sales tax.

According to the new local government would have cost some $37 million each year by year 10 of the analysis. At that point, the city would have been expected to spend some $32,086,600 on general fund expenses for animal control, the development office, the city clerk’s office, attorney services, and the city manager's office. It is expected that road maintenance expenses would cost some $4,948,000 by year 10. The analysis doesn’t include an assessment of capital requirements such as building and the cost of financing a city hall. The salary survey that was released by the League of California Cities indicates that the salaries for city managers in the area range between $182,135 for Woodland to $353.00 for Roseville. It is further indicated that the majority of earning compensation would be more than $200,000.

Proponents claimed that without any new taxes, the new city would create community pride and have improved services in the City of Arden-Arcade. Opponents thought that income suppositions were dangerous, and, if incorrect, might result in increased taxes.

Income would have mainly been derived from sales taxes and property taxes. The projections by the LAFCo for property taxes are based on the assumption with regard to area property values, that the fiscal model presupposes that a nominal annual appreciation of property at a rate of 5.2%, which excludes value

The additional benefit from new development. Closely tied to the rate of unemployment are retail sales and the sale of property, and according to the latest information available from the US Bureau of Labor Statistics, are tied to the unemployment rate, and Sacramento ranks some 326 from some 372 cities.

The city of Arden-Arcade remains a major commercial and shopping region for the greater Sacramento area, being in very close proximity to many regions in the Sacramento area and having central ties to several of the northeastern suburbs of Sacramento. The primary commercial passageways for the city of Arden-Arcade are located on Fulton Avenue and Fair Oaks Boulevard. The Pavilions Shopping Center is situated at Ruth’s Chris Steakhouse and Williams-Sonoma. The Town & Country Village the Del Paso Country Club, and Loehmann's Plaza are also located next to this corridor and includes several restaurants. The Town & Country Village is located close to the Del Paso Country Club on Fulton Avenue. The first shopping mall located west of the Mississippi River was the Town & Country Village. In 1949 a man named Jere Strezik constructed and opened the Town & Country Village as a high-end boutique center with an old west decor. When it was at its popularity peak it housed a Joseph Magnin's, elegant dining and smaller local boutique shops. It is located at Marconi Avenue and Fulton Marconi Avenue. These days, it also houses Sprouts and Trader Joe's as primary anchors. A California and Orange County developer purchased the building and tore it down in 2012. This was one of several of the buildings located at the original center and constructed new larger stores that now house TJMax and Ross.

A man named Von Housen owns the Mercedes Benz dealership located at the Alta Arden Expressway and Howe Avenue. At the same location, Smart Cars are also sold. At that same location on Fulton Avenue, Kuni sells GM products, Chevrolet, Cadillac, and Buick. Located between Howe Avenue and Fulton Avenue on Arden Way is Turner Volvo. Located on the primary Fulton corridor is Mel Rapton Honda. Located close to Arden Way on Howe Avenue is Harrold Ford. Maita sells Toyotas, Subarus, Nissans, and Hyundais. Located next to Fulton Avenue is Sacramento Kia and Lexus of Sacramento.
