As the result of a winter freeze that wiped out the majority of the working orchards, fruit farming in Citrus Heights stopped during the 1932 Great Depression. The increase in both the resident population and the visiting population who were traveling on the new state highway resulted in new and increased business opportunities. A man named William Cobb developed a service station and a store that were located just opposite the school.
The annual Road Day, which is sponsored by the Community Club, is one of the most lovingly reminisced community activities. Starting in 1924, nearly the entire township's 200 families came out to help lay sidewalks, clean drainage ditches, plant trees on school grounds, and patch holes in country roads.
Although operating in a private home and only having a 1908 catalogue of some 50 books was the first small public library facility in Citrus Heights. In 1930, the community of Citrus Heights constructed a new library building, which was located on the intersection of Sylvan Road and Auburn Boulevard.
After the end of World War II, a considerable influx of newcomers put a severe strain on the limited water supply in Citrus Heights. Some additional subdivisions of between one and five acre lots were created for the ever-increasing needs for the new families who sought a rural community. new post office was built in Citrus Heights in 1947. New businesses were continuously appearing next to Greenback Lane, Mariposa Avenue, and Auburn Boulevard, on order to accommodate this ever-increasing population.
During this same time, a man named Mr. Eugene Desimone established the Ladies in White for Citrus Heights to be an emergency rescue unit of some 50 members, each having an advanced first-aid card and required to respond 24 hours a day. In 1983, the arrival of this professional ambulance service resulted in the disbandment of the group.
The population of Citrus Heights had grown to some 22,600 people by 1960. he main street of the community continued to be Auburn Boulevard. This was primarily the result of the 1960 construction of the Grand Oaks Plaza, which was one of the first enclosed shopping centers in the nation. Sometime later, there was considerable business related development, which included Fountain Square, Sunrise Village, Sunrise Shopping Mall, and Birdcage Walk, which changed the commercial focus eastward back towards Greenback Lane.
The Aerojet General Rocket Jet plant was thriving during this period of time and employed more than 19,000 people at its highest in the early 1960’s. In 1977, after that boom it steadily declined to less than 4,000 people. The plant drew new residents to Citrus Heights, which resulted in the development of a more scientific and professional demographic.
Ground was broken for the Sunrise Shopping Center in 1970, which stimulated a considerable amount of new growth in the Greenback Lane/Sunrise Boulevard area. Some 101 shops were part of four department stores, which employed some 2,500 people within the Sunrise Shopping Center by 1975. Across Sunrise Boulevard from the shopping center, rose Birdcage Walk, which was a collection of businesses and shops organized next to the park-like walkway in 1976. In the surrounding area, the two shopping centers stimulated the building of numerous businesses.
Around 1976, Sunrise Village, the third of the large retail centers in Citrus heights, started construction. During the 1980’s, the village, which was situated at the intersection of Madison Avenue and Sunrise Boulevard, added about 40,000 square feet of retail space. Extending outwards from the Greenback and Sunrise commercial corridors were housing tracts, new apartment complexes, and large office buildings. From the 1970’s through the 1980’s, the majority of these developments were constructed.
In 1974, an Advisory Council for Community Planning was established in order to provide for orderly growth of the region by updating the Community Plan. The goal of the updated Community Plan was to offer a balance of land uses that were reciprocally aesthetically pleasing, healthful, functional, and compatible. Then the community of Citrus Heights determined that the answer to attaining efficient and orderly circulation and development for public facilities was incorporation, as opposed to the annexation of the City of Sacramento. Also, in 1974, the residents voted to affirm their position with a resounding defeat to consolidate with Sacramento.
From the 1970’s to the 1980’s, the incorporation movement experienced numerous setbacks. These setbacks were mainly attributable to the disagreement by the Supervisors for the County Board. The Community Council for Citrus Heights, which is a consulting body to the Supervisors for the County Board, fought for increased public services and land-use controls during this time. The population of the community of Citrus Heights was ever increasing and rapidly developing the last of the rural properties in the region. The county seemed to be unable to solve the growing problems that resulted from the ever-increasing urban population, especially the number of county sheriff officers required in order to combat residential burglaries, vandalism, and automobile thefts in the community.
