According to the Sacramento Local Area Formation Commission's (LAFCo) budget study, the city as planned may be financially viable. A new city's viability is evaluated by LAFCo using three criteria. The numbers were insufficient to determine whether the planned new city was financially viable.

To comply with California Code section 56815, the city of Sacramento must provide "revenue neutrality payments" to Sacramento County as part of the budgetary analysis. Taxpayers in Sacramento would be obligated to make an annual payment of $6 million and a 35-year payment of $219 million to Sacramento County to make up for lost sales tax income.
